Buying Land and building on Isla Mujeres

There is a small amount of available land still remaining, to buy and build on Isla Mujeres, prime land at a reasonable price is however a rare find nowadays, So is buying land here and building a good financial proposition? In theory it is, but in so many cases it results in heartache and financial loss. So if in theory it makes financial sense where does the process fall down, what changes owning the dream home into a nightmare? It's all to do with the building.
There are some really bad builders on the island, and a many more who are well meaning but just inexperienced, the fact is anyone can call themselves a builder, and they do. There are also those who are thoroughly dishonest. In particular, there is a partnership, one calls himself a real estate agent but has no office and no properties for sale, the other is a builder who's credentials are questionable. Between the two of them they have caused so much misery and financial stress on Isla Mujeres. giving price estimates and then claiming they have carried out extra work, in one case they collected $100,000 for a kitchen, bathrooms and windows and then once they had the money in their possession, claimed it was owed in extras.
From time to time we have been asked to help their clients, recommending builders and pool contractors who can rectify the bad work, which sometimes involves redoing major parts of the construction, construction which in some cases are nothing short of dangerous. Its surprising to many that this can happen and continues to this day on such a small island, when their reputation on Isla Mujeres is well know.
So how does it happen, it works like this; the partner who calls himself an real estate agent captures people who are new to the island and unaware of the pair's reputation, taking them around the island showing properties and claiming they are their previous projects, wining and dinning them, usually at the clients expense, and ensuring that before they go home, they don't talk to anyone who is familiar with the island. ,
Eventually when everything goes wrong, usually part way through the building process, large sums of money have been handed over. Many of their clients have consulted lawyers. But to no avail; they are told that it will take some years to get to court and when their day in court eventually comes, they are advised that they will both leave Isla Mujeres and Mexico, because neither are Mexican they are both from other South American countries.
So how are these situations avoided? Surely there must be a way of successfully buying land and building a dream home on Isla Mujeres.
There is a way, simply by following a set plan, will guarantee that anyone can buy land, build and end up with their dream home.
